Security researcher Brian Krebs reported evidence found that iPhone 11 Pro models continue to check-in and report location data to Apple even when all Location Services options are disabled. The possibility exists that this same issue also applies to iPhone 11 (not Pro) models as well.
Apple responded that they do not feel that there are any concerns:
“We do not see any actual security implications,” an Apple engineer wrote in a response to KrebsOnSecurity. “It is expected behavior that the Location Services icon appears in the status bar when Location Services is enabled. The icon appears for system services that do not have a switch in Settings.”
Krebs discusses the act of location information being involved, not how or what it is being used at all by Apple for specific purposes once it is received by them.
